Luke Spencer has over 10 years of experience in the construction industry managing the project schedules, cost, and field operations of complex construction projects on behalf of general contractors and public owners. Mr. Spencer applies his hands-on project experience to forensic analysis and claims consulting, focusing primarily on CPM scheduling, schedule and delay analysis, cost analysis, change order evaluation, and claim analysis. He has worked on projects ranging from $13M to over $1.4B USD.
Mr. Spencer is a licensed Professional Engineer (Civil) in Texas, and a certified Planning and Scheduling Professional (PSP) with AACE International. He has served as a lead project scheduler, cost project engineer, and area superintendent throughout his career. He has prepared and presented monthly schedule updates and narratives to owners, and prepared and negotiated change orders with public and private clients.
Mr. Spencer has experience in aviation, bridge and road, commercial office, education, multi-family, sports stadium, and wastewater treatment projects throughout the United States.

Managed internal project costs and prepared and negotiated change orders with the City and County of Honolulu on a $520+ million wastewater treatment plant in Ewa Beach, Hawaii. The work included 15 structures with self-performed concrete and approximately $12 million in monthly work in place. Also prepared the P6 schedule and monthly narratives for the owner.
Served as lead project scheduler for the $400+ million Phase 1 expansion and facility upgrades of David Booth Kansas Memorial Stadium at the University of Kansas in Lawrence, Kansas.
Prepared and presented monthly schedule updates during the construction of a new $300+ million, 600,000 SF, steel-structure mental health facility with 240 units in Austin, Texas.
Oversaw daily subcontractor operations during the construction of an $80+ million renovation of a 1.2 million SF former 3M campus in Austin, Texas, including demolition of the block façade, replacement with curtainwall, and interior renovations.
Oversaw bridge and highway construction operations as part of a consultant team for the Indiana Department of Transportation (INDOT) on the I-65 Added Travel Lanes Project. Verified work in place against trade contractors’ schedules of values and assisted in preparing monthly cost estimates.
Supported the construction of a $1.4+ billion freeway and toll lane expansion, including bridges and bypasses, near the I-15 and SR-91 interchange in Corona, California.
Negotiated change order requests with subcontractors and managed RFIs, submittals, and bid proposals on an $18+ million mixed-use residential building with 148 apartment units and office space in Lafayette, Indiana.
Coordinated subcontractor operations and inspections on $13+ to $16+ million commercial and residential projects in Southern California, including townhomes in La Jolla, an office conversion in Carlsbad, and the Bob Hope USO facility at Los Angeles International Airport.
